George Steinmetz deals with the question of local residency rights 
vis-a-vis welfare benefits, and the debate over these rights though 
and after unification, and in the context of massive labor migrations, 
in his first book:

Regulating the Social: The Welfare State and Local Politics in 
Imperial Germany. Princeton: Princeton University Press, 1993.

I don't recall anything in particular on Augsburg, but he does discuss 
the ramifications of local vs. national definitions of citizenship and 
residency.
