I am working on a biography of Johann Most (1846-1906), an Augsburg
native, socialist orator, and later anarchist who immigrated to New
York in 1882. Last summer, I visited several German archives including
the city and church archives in Augsburg. Since Most was constantly on
the move (he was a journeyman bookbinder for awhile) during the 1860s
and 1870s, several records mention his _Heimat_ and attest to his
residency or lack thereof.
One of the archivists at the Stadtarchiv Augsburg mentioned the
tradition of _Heimatsrecht_ and _Buergerrecht_ in Augsburg. I'd like to
know more about these legal rights in Augsburg from the 1840s to 1880s.
He also told me that Heimatsrecht entitled you to some municipal
welfare even if you fell ill elsewhere. The host city would simply
request a bill from the city you held Heimatsrecht (residency right?).
But apparently you lost this Heimatsrecht after a 10 year absence. I'm
guessing that _Buergerrecht_ was restricted to the propertied classes
and required some civic responsibility. This is all I know from
hearsay.
Also, what happened to these rights after the establishment of the
German Empire, and how were these rights defended esp. by Bavarians who
never had a great love for a Prussian-led German state?
Related to this, I'm also looking for literature on the experience and
legal requirements of journeymen during their Wanderschaft in the
period 1850-1870. Most mentions in his memoirs that guilds required him
to carry an Arbeitsbuch and register with the police in every locality.
He seems to have never completed his journeymenship. If I could only
find this Arbeitsbuch somewhere.
All suggestions of literature may be in German or English.
